In 1973, Shocker was defeated by the Double Riders, who destroyed their secret base at Lake Hamana and brought peace the world. However as it looked like they had won, they were ambushed and overwhelmed by the powerful Kamen Rider 3, who was created by Shocker. As a result, Shocker was able to revive and ultimately achieve world domination.

Back in the present day, both Shinnosuke Tomari and Kiriko Shijima notice the entire world engulfed with a green light, and soon find themselves in a post-apocalyptic world ruled by Shocker. In this world, the Kamen Riders have divided themselves into two factions, “justice”, and “evil”.

The Riders of the “evil” faction work for Shocker to eliminate the ones on the “justice” side. Shinnosuke is Shocker Rider Drive and has a derivative to “defeat all the Riders”, to which he fights against Kohtaro Minami, who fights on the “justice” said for the sake of children.
