The story begins with the Special Police enjoying a day off. In Tokyo, Sen and Umeko are having lunch together at the Jugatsu Tsuitachi restaurant in Asakusa. Umeko receives a message on her phone announcing the 20th anniversary celebration of the Dekarangers. As they leave the restaurant, Sen wonders why the new recruits are leaving the Earth Branch, recalling the departure of Ten Haretsuki. Suddenly, an explosion occurs. Rushing to the site, Sen and Umeko find Marple, a tiny alien, trapped under rubble. From a distance, they spot Raenjo, a mysterious female alien, standing on a rooftop. Sen reports this to Doggie Kruger, who then sends Hoji, Jasmine, and Tetsu to the scene. Sen and Umeko try to question Raenjo, but she only speaks in an alien language.

When the other Dekarangers arrive, they attempt to stop Raenjo. She attacks them, and as she is about to escape, Premier DekaRed suddenly appears. Premier DekaRed engages in battle with Raenjo, but she deflects his attacks. As the Dekarangers try to shoot Raenjo, she vanishes. Then, Ban arrives, and it is revealed that the Premier DekaRed was actually Rui Edogawa. Umeko takes Marple to the base.

At the Dekarangers’ base, Ban, Hoji, Sen, and Tetsu tour the new facilities. Ban recalls his mission on planet Chima, where he and the entire Fire Squad team, including Rui, tried to arrest Tarewarane, a narcotics king. After Tarewarane’s deletion was approved, Rui carried it out. However, before his death, Tarewarane revealed a plan to turn Earth into a narcotics plant, which would continue even after his demise. During a meeting, Doggie informs the Dekarangers that Raenjo is actually Tarewarane’s wife. Rui claims that Raenjo has come to Earth to seek revenge for her husband’s deletion. Swan arrives and discovers that the black powder they found is bomb raw material.

Sen, in his characteristic thinking pose, asks Tetsu to accompany him. Hoji and Jasmine plan to go to planet Chima, but Jasmine mentions that they must use a spaceship since she has lost her ability to teleport. Ban, Rui, and Umeko head to the alien zone to find Raenjo.
